Strategic Goal 1: Develop integrative and personalized service across the user journey for maximizing functioning and participation of service users
- Adopt global perspectives to develop enhanced localized service model with knowledge development and institutionalization for sustainable impact
- Leverage on data and technology to enhance service outcomes, efficiency, and stakeholders’ satisfaction
- Empower service users and communities for participation in rehabilitation and managing health conditions and disabilities

- Leverage stakeholder networks to advocate for persons with disabilities and health conditions to promote policy, culture and environmental change for an accessible and inclusive environment
- Strengthen the self-help movement to facilitate persons with disabilities and health conditions to be active contributors

- Renew organization structure and infrastructure and construct mindset and culture that encourages agility, alertness and adaptiveness to the changing environment, service needs and the drive for excellence
